Communal bus transportation company ATP-1 have already received new buses: 100 of MAZs and 50 of Electrons
The public transport of Lviv is being renovated. Lviv communal bus transportation company ATP No.1 has already received 100 of new low-floor MAZ buses and 50 of Electrons, pursuant to the agreement, signed by the ATP-1 and Ukrgazbank state Joint-Stock Bank for purchase of buses on the conditions of financial leasing.
“Our company has entered into agreement with state Ukrgazbank JSB for purchase of buses on the conditions of financial leasing – and namely, for purchase of 50 Electron buses and 100 MAZ buses. We have to receive the new buses by the end of the year” – said Orest Khamula, the Head of the ATP-1.
In summer 2018, for conclusion of this Agreement the decision of special-purpose deputy commission was issued and the relevant decision of the session of Lviv City Council “On Approval of the Program on Purchase of the Rolling Stock (Buses) on the Conditions of Financial Leasing”, as well as decision “On Granting ATP-1 License for Procurement of the Rolling Stock on the Conditions of Financial Leasing” were voted for.
Fulfillment of obligations under the agreement on financial leasing is assigned to Lviv communal motor transportation company ATP-1. The company performs payment of leasing amounts that consist of repayment of major part of leasing subect’s value plus percent for lease.
By this decision also the conditions of financial leasing were approved, and namely:
- Leasing subject — 150 buses with minimum passenger capacity of 100 people.
- Period for buses delivery: by 31.12.2018.
- Leasing period — 36 months from the date, defined in the agreement.
- Cost of leasing subject — 800 million UAH on the maximum.
- Percent rate for leasing use — maximum 18% in UAH per annum.
- Volume and terms for leasing payments – every month, by equal instalments, pursuant to leasing agreement.
“The financial leasing pursuant to which the buses are purchased is a procedure somewhat resembling the loan, though it is somehow simplified by the legislation. Leasing provides that the property right transfers to leaseholder after all leasing payments are made. With the loan it is vice versa.
MAZ bus costs 122 thousand EUR with customs clearance. Similar Electron bus costs 147 thousand EUR. The engines, the undercarriage of them are approximately the same”, — said Andriy Bilyi, Vice Head of the Department of Housing and Infrastructure by Lviv City Council.

As of April 2019, communal ATP-1 has been servicing 24 daytime routes and 7 nighttime ones. The newly arrived buses are running along the following routes: №1а, 2а, 3а, 4а, 5а, 6а, 8а, 9, 10, 16, 18, 29, 40, 45, 46, 47а, 49, 52.
In general ATP-1 owns more than 240 buses 12-18 m in length (among which there are: LAZ, Electron, MAZ) and 38 buses 8 m in length (ChAZ, Ataman). Electron buses are in majority in the pool – 115 units (2015-2018), MAZ buses – 100 units (2018).
The buses of both manufacturers are 12 meters in length and are intended for 100 passengers. They are completely low-floor, adjusted for transportation of the disabled people, engines (Cummins and Mercedes-Benz) comply with Euro-5 environmental standard.
Previously, Lviv City Council approved a decision on intentions to purchase, in 2019, 100 more buses with similar characteristics pursuant to the loan agreement with the European Investment Bank (EIB). As of now, the procurement procedures have not been launched yet.
Besides, 26 more daytime routes (about 260 buses) are served by 4 private transport companies, who had to launch upgrading of their rolling stock this year, pursuant to new contracts, concluded between Lviv City Council and them for 5 years after the competition held in October 2018.
The city’s route network consists of 9 tram and 9 trolleybus routes, as well as 56 daytime city bus routes (01.2019).
Every day these routes are entered:
- by 80 tram cars (out of needed 120 in 2020),
- up to 55 trolleybuses (out of needed 120),
- about 460 buses of different size and capacity (out of needed 350 12-meter ones and 150 8-9 meter ones in у 2020).
At the same time, at the present time, according to the competition held in late 2018, the daytime urban bus routes should be covered by minimum 580 buses (during the working days) of different size and capacity.
