Action Plan in Mobility Development in Lviv to Achieve before 2020

In July 2018, the Executive Committee of Lviv City Council has approved the Action Plan in Mobility Development in Lviv to Achieve before 2020 encompassing important changes in transit, traffic arrangement and parking, as well as active use of cycling and walking.

With this changes, in 3 years they plan to increase mobility of residents by third and get the transport out of its critical state.

The team of the City Institute were coordinators and participants of the Action Plan elaboration process. While compiling this document, several practical meetings, focus groups and surveys were carried out. They have defined a list of key problems in the transport sphere of Lviv: traffic jams, overcrowded and uncomfortable transit, frequent delays in transit, lack of information on changes and inadequate transit movement frequency, high level of road accidents, chaotic parking, poor conditions for cycling and walking. The reasons for these problems were identified and the set of possible solutions was elaborated.

The adopted transport development plan is grounded on the sustainable mobility principles: transit-oriented development; public transport improvement; encouraging walking and cycling; road network optimization and use; parking management; control over private vehicle use; communication campaign improvement.

n the process of numerous discussions, the working group on development of the Plan has elaborated the principles of actions that must be used in the projects to be implemented while the Plan is in force:

  • While developing and implementing the projects of changes in street environment of Lviv, the top priority must be placed on high standards of safety for all road users, especially most vulnerable of them – pedestrians and cyclists.
  • In the process of development and implementation of projects, the hierarchy of road users’ priority must be guaranteed.

The first place is for the pedestrians, the second one – for the public transport, the third – for the cyclists, the fourth – for the private motorized vehicles in movement, the fifth – for the parked private motorized vehicles.

  • All projects on introduction of changes to street environment of Lviv must ensure access for low-mobility community groups and take their needs into account.
  • The Action Plan declares priority of electric public transport vehicles over vehicles with combustion engines (buses).

The priority is given to tram, the second place – to trolleybus, the third – to electric bus (charged both during the stop and in the movement), the fourth – to buses, the fifth – to medium-size buses (so-called “marshrutka”).

  • Lviv has to ensure the most barrier-free movement of tram as basic long-distance transit mode with maximum passenger capacity and no harmful emissions;
  • It is necessary to expand network of tram and trolleybus routes and ensure convenient interval (maximum 5-10 min during the peak hours);
  • Bus routes should not duplicate the routes of tram and trolleybus;
  • On the bus routes with high passenger flow, the medium-size buses should be replaced with big-size buses;
  • The repairs on the streets of Lviv must be agreed and the city’s transport system must be rearranged in order to ensure passengers transit transportation without significant increase in transportation time, arrange convenient bypass routes for private motor vehicles, transportation of cargos and passengers;

Action Plan in Mobility Development in Lviv to Achieve before 2020 provides for activities in five fields:

  1. walking infrastructure and pedestrian areas;
  2. public transport and street repairs;
  3. development of cycling infrastructure;
  4. traffic arrangement optimization, creation of small ring road;
  5. parking management

Expected results:

Walking infrastructure, public spaces and pedestrian areas. Attractive public spaces encourage walking and decrease load on transit and private vehicles. The expected result – improvement of mobility by 1-2%.

Public transport and street repairs. Procurement of new vehicles will within 2 years increase their passenger capacity by 15% with consequent 15% improvement of mobility. The repairs of streets with priority for public transport – improvement of mobility by 5-10%.

Bicycle infrastructure. Extension of cycling infrastructure – increase of mobility by 1-2%.

Traffic arrangement optimization, creation of small ring road. The expected result – improvement of mobility by 5 %.

Parking management. Enhancement of activity of tow trucks that allow imposing fines without presence of driver – increase of mobility by 2-3 %.

General effect. It is expected that the mobility will improve by 27-37% till the end of 2019. This will bring the general rating of transport in Lviv to the level of 3.5-3.7 (out of 5 possible). Consequently, this issue will move from the category of critical to satisfactory ones. We will receive opportunity to move to more fundamental changes like introduction of e-ticket, PT network optimization, transition to electric vehicles, cycling increase etc.
