Lvivelectrotrans Communal Enterprise will be procured with 50 new trolleybuses of the local manufacturer.
The communal public transport of Lviv is being upgraded. Moving towards improvement of the sphere of passenger transportation, as well as renovation and increase on the number of public transport units, Lviv will purchase 50 new trolleybuses of the local manufacturer. On February 18, 2018, Lvivelectrotrans Communal Enterprise has entered into a contract with a consortium, consisting of Electrontrans Joint Ukrainian-German Enterprise LLC and Concern-Electron PJSC on delivery of 50 new 12-meter low-floor trolleybuses. The contract was signed in the framework of loan agreement of the EBRD on implementation of the project of modernization of public trolleybus transport that provides for purchase of 50 new trolleybuses, reconstruction of trolleybus overhead wiring and two depots, located of Promyslova St. (tram depot) and Troleybusna St. (trolleybus depot).
Last week, the European Bank for Reconstruction and Development has confirmed that a consortium, consisting of Electrontrans Joint Ukrainian-German Enterprise LLC (Ukraine) and Concern-Electron PJSC (Ukraine), is a winner of the tender in terms of “Modernization of Public Trolleybus Transport of Lviv” project and it is therefore a winner of procurement of 50 trolleybuses for Lvivelectrotrans Communal Enterprise.
“The city has a clear vision and gradually renovates the pool of electric transport, procuring new buses. We will further proceed applying maximum efforts for supplying residents of Lviv with quality transport and comfort.
Today, this is an extremely important event for Lviv. The city will have upgraded its electric transport in a qualitative way, by purchasing 50 new trolleybuses from our own manufacturer. Therefore, it is our pleasure that it was Concern-Electron that has won in the international tender, held in accordance to international standards. We are pleased that our manufacturer managed to provide the best offer and fulfill all the assignments of the procedure” – stated the vice city mayor of Lviv Hennadiy Vaskiv.
“This is the first precedent in the history of Lviv when the city is purchasing 50 trolleybuses at once. This is an important event for Lviv as, according to the city’s development strategy, by 2020 we plan to upgrade the rolling stock of Lvivelectrotrans Communal Enterprise by 70%. This contract is movement towards implementation of this strategy, this is transfer to the other level of quality of electric transport and support for ecological transport, – added Andriy Bilyi.
According to Iryna Ivanyshyn, a project manager of Lvivelectrotrans Communal Enterprise, the tender for purchase of 50 new trolleybuses was performed pursuant to the regulations of the European Bank for Reconstruction and Development, providing no benefits for national manufacturer.
“We should give a credit to the fact the consortium of Electron and Electrontrans have prepared tender documents on a high level and have offered the best prices that allowed them winning the international contest. Therefore, in half a year we will receive first 10 trolleybuses. The contract remains in force for 44 weeks after the date when the supplier receives the advance payment.” – said Iryna Ivanyshyn.
The loan amounts to 17.5 million EUR or equivalent amount in national currency. The loan funds consist of: 15 million EUR – funds of the EBRR, and 2.5 million EUR – funds of the EBRR from the Clean Technology Fund. The maximum percent rate is 5.75%. The loan is granted for the term of 13 years from the date when the loan agreement comes into force with the 3-year grace period from the date when the loan agreement comes into force. The repayment schedule looks like twelve equal semi-annual payments with the start of repayment after the end of the grace period. The loan is granted on the security of the local budget of Lviv.
As of today (01.2019) on 7 trolleybus routes (out of 9) there are 56 trolleybuses and this is less than 50% from the general need in more than 120 trolleybuses estimated for 10 routes in 2020. More than a half of the present rolling stock of Lvivelectrotrans are Skoda trolleybuses, produced yet in 1980-90s.
